Contrasts and Notions of Service - Amélie Dubé

What I found most interesting was the discussion around the contrast between urban and rural understanding and definition of a service in relation to sanitation. One comment was to differentiate expectations from urban and rural dwellers. On rural grounds, the notion of service is not very popular as people are still expecting infrastructures and are waiting for investments, whereas, in urban settings, people are ready to pay for the service (especially for desludging). Not only the critical mass allows the service to be provided and to be profitable, but the high densities encountered in cities make it critical to actually develop such service.

Another interesting issue raised was the expectations of the sector in terms of cost collection tools to be developed and used by the sectors’ actors. Expectations are high and methodologies are yet to be ready.
